Af(rho) data according the CARA-
COMET P/2019 Y2 (FULS)
This object was reported on 2019 Dec. 21 UT as a possible comet by D. C. Fuls on behalf of the Mt. Lemmon Survey (G96), noting a 15" condensed coma and a 35" tail (PA 280). Additional reports of cometary features are as follows:

According to CBET 4792, COMET P/2013 J4 (PANSTARRS) = P/2019 Y2 (FULS).
Because the arc from 2013 was short, this is considered to be a weak orbit
solution, so the 2019 solution is better. The MPC has not indicated that the
names will be merged, or if either object name will be withdrawn, so we are
currently maintaining both, with a note to suce effect.
